The Deaflympics, an international sporting event for deaf (hearing-impaired) athletes, will be held in Tokyo for the first time in November 2025. We are now recruiting volunteers to help run the event.

About the 25th Summer Deaflympics Tokyo 2025

Volunteering for the 25th Summer Deaflympics Tokyo 2025 (hereinafter referred to as the "Tokyo 2025 Deaflympics") is an opportunity for a diverse range of people, regardless of age or disability, to participate and have the valuable experience of working together with all kinds of people to create the Games.

We also hope that the hosting of the tournament will serve as an opportunity to broaden understanding of the Deaflympics and deaf sports, and contribute to creating a society in which people with and without disabilities can enjoy sports together, and accept and respect each other's differences.

We look forward to receiving your applications to help us make the tournament a success.

The Deaflympics is organized by the International Committee for Sports for the Deaf and is held every four years as the "Olympics for people who are deaf or have hearing difficulties." The 4 Games will be the 2025th anniversary of the event and will be the first time that it is held in Japan.

5 to 8 hours per day
*Depending on the location and content of the activity, you may be asked to start activities early in the morning.
*Rest times (including meal breaks) will be scheduled appropriately during activities.

  • Those who are 2025 years of age or older as of April 4, 1
    *If you are under 17 years old at the time of application, you will need parental consent. You will need to check the parental consent box on the application form, so please obtain your parental consent before applying.
  • Those who have Japanese nationality or are eligible to stay in Japan during the activity period
  • Ability to participate in various training programs
    *General training, sign language training, training to understand the culture of deaf people, and training specific to placement and role are planned to be implemented.
    (In principle, the programs will be held online on demand. They are scheduled to be distributed sequentially from June 2025 onwards.)
    *Sign language skills are not a requirement.

How the lottery will be conducted and how the results will be notified

If the number of applicants exceeds the number of positions available, we will hold a lottery based on the applicants' preferred location. Regardless of whether or not a lottery is held, we will notify the results to the email address you provided when you applied. However, please note that we cannot be held responsible for notifying the results if the applicant is unable to receive emails due to reasons such as an incorrect email address, a change of email address, or a domain specification. The following training courses are scheduled to be held in sequence from around June 2025. All courses are planned to be held online on-demand (with Japanese Sign Language interpretation and Japanese and English subtitles). Please be sure to take the courses before engaging in activities.

Acquire basic knowledge (outline of the tournament, basics of volunteer activities, compliance, etc.)

② Sign language training and deaf culture understanding training
Acquire basic skills in Japanese Sign Language and International Sign Language, and understand the culture of the deaf

③Training by placement and role
Understand details of activities according to location and role, points to note, etc.

After the hiring decision is made

Volunteer recruitment for this project will be carried out by the Tokyo Metropolitan Government, and the Tokyo Metropolitan Sports Foundation's Deaflympics Preparation and Management Office (hereinafter referred to as the "Foundation") will handle various training sessions after the hiring decision is made, coordination of activity locations and schedules, and management and operation during the tournament. Please note that the Foundation (including its contracted businesses) will contact each volunteer individually after the hiring decision is made (after April 2025).

● Regarding communication during the tournament and the tournament preparation period

All communication with volunteers will be in Japanese as a general rule, but some communication will be in English if necessary.
Please be aware that during the actual tournament, we will be using communication assistance apps and universal communication devices.

Important points to note when applying and participating as a Tokyo 2025 Deaflympics Volunteer

When applying and participating as a Tokyo 2025 Deaflympics volunteer, in addition to the contents of the recruitment requirements, you must also take note of the following points, so please be aware of them before applying.

  1. Those who apply and participate as volunteers will be required to agree to the following handling of personal information.
    1. As the Tokyo Metropolitan Government and the All Japan Federation of the Deaf (hereafter referred to as the "JFD") and Tokyo Metropolitan Sports Foundation (hereafter referred to as the "Foundation") operate this event, the Tokyo Metropolitan Government will provide the JFD and the Foundation with personal information of all those who apply and participate as volunteers for the purpose described in ③ below, and the Tokyo Metropolitan Government, the JFD, and the Foundation will jointly use said personal information as follows:

      ① Items of personal information to be jointly used
      All information obtained with consent when applying, such as name, gender, date of birth, postal code, address, email address, and telephone number

      ② Scope of parties to joint use

  5. The following actions are strictly prohibited. If you engage in any of the following actions, your registration may be cancelled.
    1. When actions are deemed to be in violation of laws and regulations, or contrary to public order and morals, or other actions that are inappropriate for a volunteer (profit-making activities, solicitation activities, etc.)
    2. Criminal acts or acts that encourage or are related to criminal acts, or acts that may be

    5. Reselling items provided or loaned for activities on internet auction sites, etc.
    6. Disseminating non-public information to outside parties, such as information about areas that are off-limits to anyone other than related parties that you have learned through your activities (including posting on social media, etc.)
    7. Disseminating personal information (e.g. phone numbers, email addresses) obtained through activities without the consent of the individuals involved.
  6. We may take photographs of training and activities, and use the images and videos on websites, television, in documents, press releases, etc. Please understand that your portrait may appear in the filmed footage and photographs, etc., and agree in advance that the footage and photographs in which you appear may be published on television, in newspapers, magazines, the Internet, on posters, in pamphlets, etc.
  7. In the future, when participating in activities, we may ask you to agree to certain requirements set by the tournament organizing organization.
  8. If you fail to attend mandatory training, you may be considered to have declined volunteering.
  9. If you cancel your participation after starting your volunteer activities due to reasons such as not complying with these points, you will be required to return all provided and loaned items. Please note that you will be responsible for the shipping costs incurred in returning the items.
  10. When participating in online training sessions, please refrain from participating from public spaces in order to protect the privacy and confidentiality of participants and those around them. In addition, please be sure to use the latest version of online tools. As a result, the Tokyo Metropolitan Government, the Japanese Federation of the Deaf, and the Corporation will not be held responsible for any problems that may occur, such as malfunctions on participants' devices or the leakage of personal information.
  11. To participate in online training, please prepare the necessary equipment in advance, such as a mobile device, computer, internet connection, camera, microphone, etc. In addition, you will be responsible for all expenses incurred (such as communication fees).
  12. During the event, volunteers are required to wear the provided volunteer clothing and other clothing that is easy to move in, taking into consideration the weather, such as cold, heat, and rain. Please refrain from wearing flashy clothing. If the tournament organizers determine that your attire is inappropriate on the day, you will be asked to follow their instructions.
  13. Regarding the care of valuables and other personal belongings during activities related to the tournament, in the event of loss, theft, or any other such incident, the Tokyo Metropolitan Government, the Japanese Federation of the Deaf, and the Organization will not be held responsible and volunteers will be responsible for managing these items themselves.
  14. Tokyo Metropolitan Government, the Japanese Federation of the Deaf, and the Corporation shall not be liable for compensation for damages incurred by volunteers in connection with this activity or damages caused by volunteers to third parties beyond the scope of volunteer insurance coverage, except in cases where such damages are due to willful misconduct or gross negligence on the part of Tokyo Metropolitan Government, the Japanese Federation of the Deaf, and the Corporation. Furthermore, Tokyo Metropolitan Government, the Japanese Federation of the Deaf, and the Corporation shall not be liable for any troubles that arise between volunteers.
  15. The Tokyo Metropolitan Government, the Japanese Federation of the Deaf, and the Foundation will provide first aid for injuries and illnesses incurred during volunteer activities, but will not be held responsible for any injuries, illnesses, or accidents that occur during volunteer activities unless caused intentionally or by negligence on the part of the Tokyo Metropolitan Government, the Japanese Federation of the Deaf, or the Foundation.
  16. If policies or guidelines regarding infection control are issued by the national government, Tokyo Metropolitan Government, or other organizations, we will take measures in accordance with those policies or guidelines.
  17. In addition, if the tournament organisers have reasonable grounds to deem it inappropriate, they may refuse your application or participation in any activities.
  18. The organisers of the Games may change these Terms and Conditions at any time, and the revised Terms and Conditions will come into effect upon notification of the changes to the participants. If the participants continue to participate in the training and activities of the Tokyo 2025 Deaflympics Volunteer after notification of the changes to these Terms and Conditions, the volunteers will be deemed to have agreed to the revised Terms and Conditions.

Volunteering at the 25th Summer Deaflympics Tokyo 2025 (hereinafter referred to as “Tokyo2025 Deaflympics”) is a valuable opportunity for a diverse range of people regardless of their age or disability to participate and collaborate to create the Games.

Understanding details of activity and points to keep in mind depending on specific venue and role

●Contact information

While volunteer recruitment will be conducted by the Tokyo Metropolitan Government (hereinafter referred to as “TMG”) , Tokyo Sport Benefits Corporation Deaflympics Preparation and Operation Office (hereinafter referred to as “DPO” ) will carry out various training, coordination of activity locations and schedules, management and operation during the Games, etc. after recruitment decision has been made.
Please note that the DPO (including outsourcing companies) will contact each volunteer individually after April 2025.

Tokyo 2025 Deaflympics Volunteer program

When applying for and participating in the Tokyo 2025 Deaflympics volunteer program, in addition to the information in the Volunteer recruitment guideline, the following items must also be taken into account.

  1. If you apply or participate as a volunteer, we will need your consent on handling of your personal information.

    5. Reselling goods provided or lent for activities through internet auctions, etc.
    6. Disseminating non-public information obtained through activities to the outside, such as information about places that are prohibited to anyone other than those concerned.

    7. Sending personal information (phone number, e-mail address, etc.) obtained through activities without the consent of the person concerned.
  6. We may film training and activities and use the images and videos on websites, television, materials, press releases, etc. Please understand that your portrait may appear in the videos,
    photographs, etc., and agree in advance that such images may be published on television, newspapers, magazines, the internet, posters, brochures, etc.
  7. In the future, when participating in activities, you may be asked to agree the necessary matters separately determined by the Games management organization.
  8. If you fail to participate in mandatory training, you may be treated as having declined to participate as a volunteer.
  9. If your participation is canceled after the volunteer activity has started due to failure to comply with these points, you will be required to return all provided and lent items. In that case, you will be responsible for shipping costs.
  10. When participating in online training, etc., please refrain from participating from public spaces in order to protect the privacy and confidentiality of participants and those around them. Also, please be sure to use the latest version of online tools. TMG, JDF, and the Corporation will not be held responsible for any problems that may occur, such as malfunctioning of participants' devices or leakage of personal information.
  11. To participate in online training, etc., please prepare in advance the necessary equipment such as a mobile device, computer, internet connection, camera and microphone. In addition, you will be responsible for all costs incurred (communication costs, etc.).
  12. When participating in volunteer activities during the Games period, please wear the lent volunteer wear, etc., and wear clothes that are easy to move in, taking into consideration the weather such as cold, hot, rainy, etc. Please refrain from wearing in fancy clothes. If on the day of the Games, the Games management organization determines that the attire is inappropriate, please follow the instructions of the Games management organization.
  13. TMG, JDF, and the Corporation shall not be held responsible for any loss, theft, or other incidents regarding the management of valuables or other personal belongings during activities related to this Games, and these items will be managed by volunteers individually.
  14. If any damage is caused to the volunteer or damage is caused by the volunteer to a third party in connection with this activity, except in cases where the TMG, JDF, and the Corporation were intentionally or grossly negligent, TMG, JDF, and the Corporation will not be responsible for compensating for damages beyond the scope of volunteer insurance. Furthermore, TMG, JDF, and the Corporation will not be held responsible for any trouble that may occur between volunteers.
  15. TMG, JDF, and the Corporation will provide first aid measures in case of injury or illness during volunteer activities, but TMG, JDF, and the Corporation will not be responsible for any injuries, illnesses or accidents, except those caused intentionally or by negligence.
  16. You should follow the infectious disease countermeasures based on the policies or guidelines provided by the national government, TMG, etc.
  17. In addition, if the Games management organization deems it inappropriate based on reasonable grounds, your application or activity may be declined.
  18. The Games management organization may change these points at any time, and the revised points will become effective upon notification of such changes to participants. If a volunteer continues to participate in Tokyo 2025 Deaflympics volunteer training, activities, etc. after notification of changes to these points, the volunteer will be deemed to have agreed to the revised points.

FAQ

Q: Are volunteer participants selected on a first-come, first-served basis?

A: It is not first come, first served.
In the event of a large number of applicants, we will hold a lottery based on available locations.

Q: Do I need to be able to use sign language?

A: Even if you cannot use sign language you can apply.
We also provide training in learning simple sign language expressions such as greetings.

Q: Are there set dates and timetables for the training?

A: From June onwards, we plan to sequentially implement general training, sign language training, and training to understand the culture of deaf people.
In principle, courses are available on demand and can be taken any day of the week and at any time up until the start of the tournament.
The general training, sign language training, and training to understand deaf culture are each scheduled to last approximately 1-2 hours.
The placement and role-specific training is scheduled to begin around October, and we are considering conducting the training in a non-group format, such as distributing materials. Depending on the venue, the training may be conducted in a group format.
